Once a quiet residential district, the Northeast has been on the decline since the early '90's. With the rise of anti-white anger among the minoities who lived here, hate crimes and vandalism against white residents escalated to a critical point at the turn of the century.

Portland's Finest stepped in and tried to restore order with tear gas and water cannon, but this merely turned the riot into a full-scale war against the police. Regretfully, the commander on the scene ordered his officers to open fire with lethal force in defense of their own lives.

What followed was one of the worst atrocities the city has ever seen. The police shut down the riot within ten minutes after the order was given to fire, but the devastation and loss of life in that ten minutes was unbelievable. Nearly 200 rioters dead or wounded, with only 3 cops receiving injuries. Three weeks later, ten officers, including the commander who gave the order to fire, resigned their commissions and gave up their weapons.

Those who could afford to, left the area after that. Those that couldn't remained, but the area quickly devolved into an even worse slum than it had been, with the cancer spreading North from there. Today, this area is officially known by the Police as "The Northeast Pacification Zone" but is usually just called the Zone. Officially, it starts at Fremont street and goes North from there, but it still isn't a good idea to be North of Stanton after dark without an armor jack and a good gun.
